29 CFR 1926.20(b)(2):     The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:    Shrum's Roofing Contractors allows workers to be exposed to hazardous conditions created by not conducting frequent or regular inspections.  The most recent occurrence was at 3124 Brown Road, Overland, MO, 63114 where they failed to make frequent or regular inspections of the worksite to ensure all workers were in compliance with company safety and health policies and OSHA standards.  The workers were exposed to an approximate 15.5 foot fall hazard as they worked on the roof without the use of an adequate fall protection system and/or fall arrest system.  Workers were observed climbing an aluminum extension ladder while carrying material and equipment in their hand.  The workers were exposed to a 15.5 foot fall hazard.  In addition, a worker was exposed to a struck-by hazard as the worker was on the ground receiving buckets of excess roofing materials that were being lowered from the eave by another worker without donning head protection.
