29 CFR 1926.1052(c)(1)(i):     Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail:(a) (LOCATION) (IDENTIFY SPECIFIC OPERATION(S) AND/OR CONDITIONS)Note:  29 CFR 1926.1052(c)(7) applies when the top edge of a stairrail system also serves as a handrail.    On or about January 3, 2013, the employer did not ensure employees using the existing stairways in five separate townhouse buildings were provided at least one handrail on stairways having four or more risers. Employees were exposed to falls while ascending and descending the stairways to the second and third floors to perform work activity.

Employees were exposed to falls while ascending and descending the stairways to the second and third floors to perform work activity.

29 CFR 1926.1052(c)(12):     Unprotected sides and edges of stairway landings were not provided with guardrail systems that meet the criteria contained in Subpart M of 29 CFR 1926:    On or about January 3, 2013, the employer did not ensure employees using the existing stairways in five separate townhouse buildings were provided a guardrail system on unprotected sides and edges of stairway landings. Employees were observed ascending and descending the stairways to the second and third floors to perform work activity and were exposed to falls of approximately 11 feet to lower levels.
