Subcontractor employees were permitted to work in areas where fall hazards existed. This condition exposed subcontractor employees to a fall hazard of approximately 18 feet.      Abatement Note: OSHA defines a competent person as one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them.     Abatement Note:  Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").

OSH ACT of 1970 Section (5)(a)(1):  The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards when climbing the guardrails of a scissor lift in order to access a roof:      (a)      CG Construction at 5750 E. 58th Ave., Commerce City, CO 80022: On and before 1/3/13, the employer did not ensure that employees who were installing sheet metal roofing was protected from falling when accessing the roof by climbing the guardrail of the scissor lift and jumping down onto the working surface. The scissor lift platform was positioned approximately 2 feet above the eave edge. This condition exposed employees to a fall of approximately 18 feet.         Abatement Note: Among other methods, one feasible and acceptable abatement method to correct this hazard is to comply with ANSI A92.6-1990 for Self-Propelled Elevating Work Platforms: Section 8.10.Personnel Footing: Personnel shall maintain a firm footing on platform floor while working thereon. Climbing by occupants on the midrail or toprail of the aerial platform is prohibited.
