29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, and uprights shall bear on base plates and mud sills or other adequate firm foundation. On or about 01/04/13 at Conyers, GA: Employees were exposed to fall hazards while working from a framed supported scaffold at a height of 5 feet above the ground, which had no base plates installed. The employer failed to install base plates on all scaffold frames.

29 CFR 1926.452(c)(2): Frames and panels shall be braced by cross, horizontal, or diagonal braces, or combination thereof, which secure vertical members together laterally. The cross braces shall be of such length as will automatically square and align vertical members so that the erected scaffold is always plumb, level, and square. All brace connections shall be secured. On or about 01/04/13 at Conyers, GA: Employees were exposed to fall hazards while working from a framed supported scaffold that was missing 8 cross braces, at a height of 5 feet above the ground. The employee failed to ensure that all scaffold frames were braced with cross braces.
