29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. a. At the site located at 1414 Hamlet St, Columbus, Ohio, employees were installing vinyl siding on the side of a residential home from a pump jack scaffold without conventional fall protection thereby exposing the employees to a fall hazard of approximately 12 feet. b. At the site located at 1414 Hamlet St, Columbus, Ohio, employees were installing vinyl siding on the back of a residential home from a pump jack scaffold without conventional fall protection thereby exposing the employees to a fall hazard of approximately 14 feet.

29 CFR 1926.452(j)(2): Poles shall be secured to the structure by rigid triangular bracing or equivalent at the bottom, top, and other points as necessary. When the pump jack has to pass bracing already installed, an additional brace shall be installed approximately 4 feet (1.2 m) above the brace to be passed, and shall be left in place until the pump jack has been moved and the original brace reinstalled. a. At the site located at 1414 Hamlet Street, Columbus, Ohio employees were installing vinyl siding on the side of a residential home from a pump jack scaffold that was not braced at the bottom of the scaffold's poles, thereby exposing the employees to a fall hazard of 12 feet. b. At the site located at 1414 Hamlet Street, Columbus, Ohio employees were installing vinyl siding on the back of a residential home from a pump jack scaffold that was not braced at the bottom of the scaffold's poles, thereby exposing the employees to a fall hazard of 14 feet.
