29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.     a.  On or about January 28, 2013 - at the above addressed jobsite, employees performing carpentry framing operations from the second floor deck, approximately eighteen (18) feet seven (7) inches above the ground, were not protected from falls, thereby exposing the employees to fall hazards.    b.  On or about January 28, 2013 - at the above addressed jobsite, employees were exposed to falls of ten (10) feet five (5) inches into the basement created by the presence of a wall opening, thereby exposing employees to fall hazards.    c.  On or about January 28, 2013 - at the above addressed jobsite, employees were exposed to falls of ten (10) feet five (5) inches into the basement created by the presence of an unguarded ramp.

29 CFR 1926.1052(c)(1)(i): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, shall be equipped with at least one handrail.    a.  On or about January 28, 2013 - at the above addressed jobsite, the stairway to the 2nd floor was not provided with handrails, thereby exposing employees to fall hazards of approximately fifteen (15) feet.
