29 CFR 1910.1200(e)(1)  The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which described how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  For employees who worked with chemicals including but not limited to Sundek Premix (75% silicon dioxide; crystalline silica), xylol, acetone, Crystal Clear Urethane Clear (< 75% toluene), and Sundek SunStain SunAcid (hydrochloric acid), the employer had not developed a written hazard communication program and training.
