29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent persons designated by the employers. Located on the upper front area of an existing residential building, workers were observed engaged in re-roofing operations. Worker(s) were exposed to potential 14.0 foot fall hazards in that a jobsite inspection by a competent person was not conducted.
