29 CFR 1926.20(b)(1):       The employer did not initiate and maintain such programs as may be necessary to comply with this part:                                                                  Two employees dismantling a fabricated frame scaffold were exposed to struck by hazards due to the collapse of the scaffold and the employer did not initiate and maintain an accident prevention program to control and eliminate the hazards present at the jobsite in accordance with the OSHA regulations.

29 CFR 1926.451(f)(7):       Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration.  Such activities were not performed only by experienced and trained employees selected for such work by the competent person:                                                                  Two employees dismantling a fabricated frame scaffold were exposed to struck by hazards due to the collapse of the scaffold and the employer did not dismantle a fabricated frame scaffold under the supervision and direction of a competent person.

29 CFR 1926.454(a):        The employer did not have each employee who performed work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards.                                                                   Two employees dismantling a fabricated frame scaffold were exposed to struck by hazards due to the collapse of the scaffold and the employer did not provided training from a person qualified in the recognition of the hazards and the procedures to control such hazards while working with a fabricated frame scaffold.
