29 CFR 1926.501(b)(1):     Each employee on a walking/working surface having an unprotected side or edge which was six or more feet (1.8m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest system:  a) Troy Township Municipal Building, Troy, PA: Two employees were working on the roof of the building installing metal siding and they were not utilizing any means of fall protection, as observed on or about February 13, 2013.  Abatement Certification Required.
