29 CFR 1910.119(n): The employer did not implement an emergency plan for the entire plant in accordance with the provisions of 29 CFR 1910.38:  (a)  On or about 2/19/13 - Chlorine receiving area, the Emergency Action Plan established for the site did not specifically address procedures to be followed in the event of a release of chlorine in the area where multiple 1-ton cylinders are received.  An effective system that would alert employees in the vicinity of the delivery area of an emergency and initiate the evacuation of employees had not been addressed.
