29 CFR 1926.20(b)(2)    The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):                                                                       Employee working on a 5 in 12 pitch roof which was approximately 11 feet from a lower level were exposed to fall hazards and the employer did not have a competent person conduct frequent and regular inspection of the jobsite to control and eliminate the hazards present at the jobsite in accordance with the OSHA regulations.

The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards:    Employee working on a 5 in 12 pitch roof which was approximately 11 feet from a lower level were exposed to fall hazards while conducting work and the employer did not provide training to recognize and address the hazards of falling
