When bearing on rungs only, the bearing area did not include a length of at least 10 inches (25.4 cm) on each rung:      a) Construction Site: On or about March 05, 2013, and at times prior thereto, employees were exposed to a scaffold collapse while siding from a ladder jack scaffold that had the bearing area setting on the edge of the rung of the supporting ladder.
