29 CFR 1926.501(b)(2)(ii): Each employee on a walking/working surface 6 feet (1.8 m) or more above a lower level where leading edges are under construction, but who was not engaged in the leading edge work, was not protected from falling by a guardrail system, safety net system, or personal fall arrest system.  Employees unloading and carrying materials on the second story subfloor deck under construction at 2340 N Greenwich Rd, Wichita, KS 67206 were exposed to fall hazards 11' from the subfloor to the ground below in that; a fall protection was not provided on the open sides of the floor and a controlled access zone had not been established parallel to the leading edge work.
