29 CFR 1926.20(b)(2): Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.     a. On or about February 28, 2013 - at the above addressed jobsite, the employer did not ensure frequent and regular inspections were made by a competent person, thereby exposing the employees to electrical hazards.

29 CFR 1926.416(a)(1): No employer shall permit an employee to work in such proximity to any part of an electric power circuit that the employee could contact the electric power circuit in the course of work, unless the employee is protected against electric shock by deenergizing the circuit and grounding it or by guarding it effectively by insulation or other means.     a. On or about February 28, 2013 - at the above addressed jobsite, employees working near the electrified third rail were exposed to electric shock when the insulating cover was not utilized during construction activities, thereby exposing the employees to electrical hazrds.
