On or about February 28, 2013 at Union Square Apartment Complex, 1449 S Goldking Way, Building #8,  Residential Construction Site in Boise, Idaho:    A) An extension cord powering a Rigid Mini-Wheelbarrow Compressor was missing a ground pin.  The compressor was being utilized during stone and stucco installation on the building.    Note:  Abatement certification is not required for this item.

On or about February 28, 2013 at Union Square Apartment Complex, 1449 S Goldking Way, Building #8, Residential Construction Site in Boise, Idaho:  A) On the south side of the building, the extension cord utilized to power a Rigid Mini-Wheelbarrow Compressor was frayed and missing insulation at its recepticle. 29 CFR 1926.21(b)(2):  The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury.  On or about February 28, 2013 at Union Square Apartment Complex, 1449 S Goldking Way, Building #8,  Residential Construction Site in Boise, Idaho:  A) Employees had not been trained to avoid electrical hazards from damaged cords on the work site.  Multiple cords had missing ground pins or bent plugs.  This exposed employees to the potential hazards of electrical shock and/or electrocution.  Abatement certification required for this item.

On or about February 28, 2013 at Union Square Apartment Complex, 1449 S Goldking Way, Building #8,  Residential Construction Site in Boise, Idaho:    A)  A top rail for fall protection was not installed on a working platform at 10.6 feet for a tubular welded frame scaffold on the south side of the building.  The platform had cross-members that were being utilized as a mid-rail for fall protection without a top rail.        Abatement certification is required for this item.

29 CFR 1926.454(a): The employer did not have each employee who performs work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards.  On or about February 28, 2013 at Union Square Apartment Complex, 1449 S Goldking Way, Building #8,  Residential Construction Site in Boise, Idaho:  A) Employees were performing stone and stucco installation on the exterior of the apartment complex under construction.  Employees had not trained by a qualified person in scaffold hazard recognition before working on platforms ranging from 10 to 16 feet on a tubular welded frame scaffolds.   Abatement certification is required for this item.
