29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b).      On or about March 20, 2013, on the north side of the construction site, employees were exposed to a fall hazard of approximately 9 feet while engaged in framing activities on a residential home.

29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided.      On or about March 20, 2013, on the north side of the construction site, employees without a ladder used wall cross bracing and studs to climb up and down the one-story building and was exposed to a potential fall of more than 9 feet.
