29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system.      a) Roof - Roofers were observed working at the edge of a flat roof 23 feet - 6 inches above ground and were not protected from fall hazards, on or about March 27, 2013.    No abatement certification or documentation required.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:    a) Roof - Roofers were observed using a portable extension ladder to gain access to a roof and the ladder extended 8 inches above the landing surface exposing the workers to a fall hazard, on or about March 27, 2013.    No abatement certification or documentation required.	    Stable Hollow Construction dba MR Roofing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 314247164, citation number 1, item number 4 and was affirmed as a final order on August 22, 2011, with respect to a workplace located at 225 West Main Street, New Holland PA 17557.
