29 CFR 1926.100(a):     Employees working in areas where there is a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns, were not protected by protective helmets.     a)	On or before March 27, 2013, and at times prior thereto, employees  repairing and replacing siding, caulking and scraping were working at ground level when roofers and delivery personnel were on the roof  without benefit of head protection from falling objects such as hammers, pneumatic nail guns, boxes of nails, and bundles of shingles.
