29 CFR 1910.106(e)(6)(ii): Category 1 or 2 flammable liquids, or Category 3 flammable liquids with a flashpoint below 100° F (37.8° C), were dispensed into containers without the nozzle and container being electrically interconnected:    (a) On or about March 26, 2013, and at times prior, for the employees exposed to a fire/explosion hazard where methanol, a Class IB flammable liquid, was stored in a 55-gallon drum in a hallway of the shop and dispensed in 5-gallon pails to add to tanker trailers after repair to prevent freezing at BEP Petroleum & Tank LLC located at 1200 Yegen Road in Bismarck, North Dakota.
