29 CFR 1926.501(b)(1): Employees on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level were not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    On or about April, 01, 2013 and times prior thereto, two employees were observed performing roofing work on a roof with 8:12 pitch, and a walking working surface with height from the eave of approximately 11feet from the ground with any type of fall protection system in place to protect employees.  This condition exposed employees to fall hazards.
