29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system.     a) On about April 4, 2013, employees were exposed to fall hazards in excess of 8 feet, while installing a new roof without fall protection.  The employer did not enforce the use of a fall restraint or arrest system nor did the employer implement an alternative fall protection plan to address the higher fall hazards of 11 feet that also existed.
