29 CFR 1926.502(h)(1)(v): The safety monitor had other responsibilities which could take the monitor's attention from the monitoring function:  (a)  On or about 4/14/2013, on the canopy connecting Buildings 528 and 530, the person assigned the duties of a safety monitor was performing other work that took his attention from those duties, exposing other employees to fall hazards of approximately 25 feet to the ground below.
