29 CFR 1910.134(c)(2)(i): Respirator users were not provided with the information contained in Appendix D to 29 CFR 1910.134 when the employer determined that any voluntary respirator use was permissible: (Construction Reference 1926.103)  a) On March 22, 2013; throughout site; employer had not developed a respiratory program that would cover all the elements of the OSHA standards for voluntary use of the equipment.   For the purposes of this inspection, the employer was determined to be the controlling and correcting employer of the jobsite. The employer is being cited under OSHA's Multi-Employer Workplace Policy.
