The area which the worker was assisting another worker was fully sheathed from the eave to the ridge and across to two (2) gables which were fully sheathed.  The worker was exposed to a fall hazard.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m)  or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502:       JOB SITE: 8432 Delcrest Drive, Saint Louis, MO 63124, at this work site, a worker was observed on top of the roof of a new 4-story apartment building, actively assisting an another worker with sheathing in the rear portion of the roof and was not protected by guardrail systems, safety net systems, personal fall arrest systems.  The area which the worker was assisting was fully sheathed up from eave to ridge, and up to the both gables, slide guards were installed for the worker to step up for balance, there was no other forms of fall protection used.  Section B of the fall protection plan on page states, "If you are accessing the roof to perform more task after the main roof is fully sheathed and are not handling large pieces of material, where a personal fall arrest system might hinder your ability to navigate the slope of the roof, one must be worn".      The CHELTENHAM CONSTRUCTION SERVICES was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 314153248, citation number 1, item number 2, issued on 1/28/2010, and was affirmed as a final order on 2/23/2010, with respect to a workplace located at 728 Biddle Street, Saint Louis, MO 63101.
