29 CFR 1926.100(a):  Employees were not protected by protective helmets while working in areas where there was a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns:  (a)   At lot 1202 in the D.R. Horton development, employees working on the ground level below roofers installing decking overhead were not protected by hard hats from being struck-by falling material and nails fired from the nailgun being used by the employees overhead as observed on or about April 22, 2013.
