29 CFR 1910.23(c)(1): Every open-sided floor or platform 4 feet or more above adjacent floor or ground levels was not guarded by a standard railing (or the equivalent as specified in paragraph (e)(3) of this section) on all open sides except where there is an entrance to a ramp, stairway, or fixed ladder:  a) Shaskas well pad site, Montrose, PA: Workers were exposed to a fall hazard of approximately 9 1/2 feet while traversing the tops of frack water tanks that where not equipped with guardrails, on or about April 25, 2013.   ABATEMENT CERTIFICATION REQUIRED
