29 CFR 1926.501(b)(1): Employee on a walking/working surface having an unprotected side or edge which is six feet or more above a lower level were not protected from falling by the use of a guardrail system, a safety net system, or personal fall arrest system:   a) On or about 04/02/2013 at 638 Richmond Road, Staten Island, NY 10304 two employees were performing roofing work on a flat roof approximately 30 feet from the eave to the black top below with no no fall protection systems in place.
