29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system nor alternative fall protection measures:  JOB SITE: 8708 W. Kingsbury Avenue, Saint Louis, MO 63124, at this work site, workers were observed on top the residential structure, 5:12 pitch roof, approximately 9 feet 9 inches eave to ground level, actively removing old roof shingles and were not protected by guardrail systems, safety net system, or personal fall arrest system nor alternative fall protection measures.  The workers were exposed to a fall hazard.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee who might be exposed to fall hazards:   JOB SITE: 8708 W. Kingsbury Avenue, Saint Louis, MO 63124, the employer failed to provide a fall protection training program for his workers who were exposed to a fall hazard.  The employer allowed his workers on 5:12 pitch roof, approximately 9 feet 9 inches eave to ground level without any form of fall protection.
