29 CFR 1926.20(b)(2)     The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):                                                                       Employee working on a low pitch roof which was approximately 9 feet from a lower level was exposed to fall hazards while conducting work without any fall protection systems, and the employer did not maintain programs which provided for frequent and regular inspection of the jobsite by a competent person.
