29 CFR 1926.602(a)(9)(ii): Earth moving or compacting equipment which had an obstructed view to the rear was operated in reverse gear; such equipment did not have in operation a reverse signal alarm distinguishable from the surrounding noise level or did an employee signalled that it is safe to do so:    (a)  at West Belfort & Hwy 99, Richmond, TX, a Steiger Tractor #1, serial number JEE0074384, had an obstructed rear view caused by three scrappers being connected to the rear of the tractor.  The tractor was not equipped with a reverse signal alarm.
