Employees were in a work platform being held aloft by a Mustang Model 742 rough terrain forklift while the platform was not attached to the lift. Employees were exposed to a fall hazard of up to approximately fifteen (15) feet.

29 CFR 1926.760(a)(1): Each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level was not protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems, or fall restraint systems. Employees were performing steel erection operations on the roof of the building being erected and no type of fall protection was being utilized. Employees were exposed to a fall hazard of approximately eighteen (18) feet.

29 CFR 1926.20(b)(1): The employer did not initiate and maintain such programs as may be necessary to comply with this part: At the inspection site the employer had not initiated a safety program addressing falls in consturction, scaffolding, and use of powered industrial trucks.  Employees were exposed to hazards such as fall from roofs, improper used of material handling equipment and falls from work platforms.
