29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502: The employer is failing to protect workers from fall hazards. Workers were re-roofing the roof of a residential style construction site (house) while wearing harnesses but not being connected to any lanyard or ropes. The workers were exposed to falls of over 9 feet to sidewalk, dirt and stones below.

This training would allow each employee to recognize the hazards of falling and allow them to understand the proper procedures to be followed in order to minimize these hazards.

The employees are exposed to a fall from heights of greater than 9 feet to asphalt below.

29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards: Employees had not been trained on the proper use of portable ladders. Multiple hazards involving the set-up and usage of the ladder on site were identified during the inspection. These hazards and the lack of training exposed the employees to a fall hazards in excess of 9 feet to the asphalt on this site.
