Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a struck-by hazard:   Seydel-Wooley & Co., Inc., Pendergrass, GA - The four hooks connected to the Shaw Box hoist located outside of the wet area were missing the safety latches. The hoist was used to lift super sacks weighing 2 tons. Monthly inspections of the hoist were not conducted and certified, on or about 5/30/13.  Among other methods, a feasible abatement method to correct this hazard is to follow ASME B30.16-2007, which states that frequent and regular inspections of electric overhead hoists should be conducted and hooks shall have latches installed.

Among other methods, a feasible abatement method to correct this hazard is to follow the NFPA 654 Standard for the Prevention of Fire and Dust Explosions from the Manufacturing, Processing, and Handling of Combustible Particulates Solids, paragraph 7.1.4.1 and 7.1.5.1, which require isolation devices to be provided to prevent deflagration propagation between pieces of equipment connected by ductwork and from air-material separators (dust collectors) upstream to the work area. Isolation devices include but are not limited to chokes, rotary valves, and flame front dividers

29 CFR 1910.151(c): Where employees were exposed to injurious corrosive materials, suitable facilities for quick drenching or flushing of the eyes and body were not provided within the work area for immediate emergency use:  a) Seydel-Wooley & Co., Inc., Pendergrass, GA - Employees added water to the forklift batteries. An emergency eye wash was not available in the immediate area, on or about 5/30/13.  In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).  b) Seydel-Wooley & Co., Inc., Pendergrass, GA - Employees handled the tank containing propionic acid. The eye wash provided for emergency use in the event of the chemical splash did not have enough pressure to reach both eyes, on or about 5/30/13.  No abatement certification or documentation is required for this item.
