OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees were exposed to the hazard of being struck by vehicular traffic:       a) Intersection of North Capitol Street and Massachusetts Avenue: The employees performing fiber-optic cable installation in the street and were not protected from the hazards created by vehicular traffic by use of warning signs and/or other traffic control devices according to the engineering study/recommendations.      No Abatement Documentation or Certification Required.
