29 CFR 1910.119(f)(l)(I)(C):  The employer shall develop and implement written operating procedures that provide clear instructions for safely conducting activities involved in each covered process consistent with the process safety information and shall address at least the following elements.  Steps for each operating phase:  Temporary Operations;    On June 10, 2013, the employer did not ensure that the host employer developed and implemented written operating procedures that provided clear instructions for safely conducting the temporary operation of a contractor who provided services in connection with Respondent's work at the CF Industries Complex in Donaldsonville, Louisiana.
