29 CFR 1926.501(b)(13):     Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor  did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502.      a) Employees were removing existing felt and shingles off a 5-1/2 in12 pitched roof sections and were not provided conventional or personal fall protection. Employees were at the roof edge exposed to a 18 feet and greater fall hazards to the lower ground level.

29 CFR 1926.503(a)(1):     The employer did not provide a training program for each employee who might be exposed to fall hazards:    a) The employer did not ensure that each employee engaged in roofing work had been trained in the fall protection requirements to identify and implement conventional or personal fall protection while working on a two story residential single family house at a height greater that 18 feet above the ground level.
