29 CFR 1903.19(d)(1): The employer did not submit to the Agency, along with the information on abatement certification required by paragraph (c)(3) of this section, documents demonstrating that abatement is complete for each willful or repeat violation and for any serious violation for which the Agency indicates in the citation that such abatement documentation is required: (a) Wilhelm's Contracting, Inc., dba Kevin Wilhelm failed to provide documentation demonstrating the abatement methods and completion as cited in Citation 1 for hazards associated with; 2) training for employees exposed to fall hazards of 18 feet when working on residential family homes.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502. a) Employees were removing existing felt and shingles off a 5-1/2 in 12 and 8 in 12 pitched roof sections and were not provided conventional or personal fall protection. Employees were at the roof edge exposed to a 18 feet and greater fall hazards to the lower ground level.
