29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:     (a) 2691 East Market Street, York, PA - Employees were observed working on the second floor framing and attaching plywood flooring without the benefit of a fall protection system, thereby exposing employees to a fall of approximetely 9 feet, 5 inches to 10 feet, 7 inches to the ground below, on or about June 27, 2013.         No abatement certification or documentation required.
