29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface  the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  A.) On or about Friday, July 5, 2013 at 58-37 146th Street, Flushing, NY 11355  A portable ladder used by employees to access a residential rooftop while installing clay roofing material was observed not extended at least three (3) feet above the upper landing surface exposing the employees to fall hazards.  WRITTEN ABATEMENT CERTIFICATION IS NOT REQUIRED
