29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):  On or about 7/17/2013 at 1450 Commerce Drive Decatur, GA; employees were observed performing framing operations without fall protection. The employees were exposed to 20' 8" falls to the lower level.

29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step:  On or about 7/17/2013 at 1450 Commerce Drive Decatur, GA; an employee was obseved accessing and egressing the roof by use of a step ladder that was too short for its use. The employee was exposed to a 9' fall to the lower level where the top step was used as a step to access the top plate during truss installation.
