29 CFR 1926.1440(c): Sideboom cranes mounted on wheel or crawler tractors must meet all of the following requirements of ASME B30.14-2004 (incorporated by reference, see �� 1926.6): 29 CFR 1926.1440(c)(10): In section 14-3.1.2 ("Operator Qualifications"), paragraph (a), except the phrase "When required by law." a. At the construction site, the employer did not require the sideboom operator to pass a practical operating examination prior to operating the sideboom.

The documentation must specify each type of signaling (e.g. hand signals, radio signals, etc.) for which the signal person meets the requirements of paragraph (c) of this section. a. At the construction site, the employer did not document that the signal person met the qualification requirements prior to giving any signals.
