Condition observed on or about July 31, 2013.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above the lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, nor was an alternative fall protection plan which meets the requirements of 29 CFR 1926.502(k) developed and implemented: a) 281 St. Paul Avenue, Staten Island, NY 10301: Employee was observed performing roofing operations on the second floor with a height of approximately 19" and 24' to the ground below with no fall protection in place, exposing them to fall hazards. Condition observed on or about July 31, 2013.
