29 CFR 1910.1052(l)(1): The employer did not provide information and training for each affected employee prior to or at the time of initial assignment to a job involving potential exposure to methylene chloride: (a) ALS Laboratory Fort Collins, 225 Commerce Dr., Ft. Collins, CO 80524: On or before August 12, 2013, the employer did not provide employees with adequate training specific to methylene chloride. Abatement Note: The training should include: 1) Being presented in a manner that the employees understand; 2) Informing the employees of the contents of this standard and its appendices, as well as, information on how to obtain a copy of the standard in the workplace; 3) When it is determined that exposure may exceed or be expected to exceed the action level, the employer must inform the employee of the quantity, location, manner of use, release, and storage of methylene chloride specific to operations in the workplace that could result in an exposure to methylene chloride, and specifically note that the exposure could be above the 8 hour Time Weighted Average (TWA), Permissible Exposure Limit (PEL), and Short Term Exposure Limit (STEL); 4) Train the employee as required under 29 CFR 1910.1200, or 29 1915.1200, or 29 CFR 1926.59, as appropriate; 5) Retrain the employees as necessary to ensure that each employee exposed to the action level or STEL maintains the requisite understanding of the principles of safe use and handling of methylene chloride in the workplace; 6) Whenever there are workplace changes, which increase employee exposure, and where those exposures exceed or can be expected to exceed the action level, the employer shall update the training as necessary to ensure that each affected employee has the requisite proficiency; 7) An employer whose employees are exposed to methylene chloride at a multi-employer worksite must inform the other employers at that site in accordance with 29 CFR 1910.1200, or 29 1915.1200, or 29 CFR 1926.59, as appropriate; and 8) The employer must provide all available materials relating to employee information and training to OSHA when requested. Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
