29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:    On or about August 21, 2013; an employee standing on the 3rd floor of the balcony on the northwest side of the apartment building was exposed to a fall of approximately 25 feet to the ground level below while transferring sheet rock from the fork of the Boom and Crane to the 3rd floor room inside the apartment building.
