29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds shall be fully planked or decked between the front uprights and the guardrail supports.  At the location of 3051 N Parkdale Circle, in Wichita KS, employees engaged in applying new siding onto the exterior of a new structure were exposed to fall hazards of approximately 13 feet from the platform to the ground below. The employees were exposed in that the platforms were not completely planked.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level.  At the location of 3051 N Parkdale Circle, in Wichita KS, an employee engaged in applying new siding onto the exterior of a new structure was exposed to fall hazards of approximately 13 feet from the platform to the ground below. The employee was exposed in that a guardrail system was not in place to keep him from falling.

29 CFR 1926.454(a): The employer shall have each employee who performs work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards.  At the location of 3051 N Parkdale Circle, in Wichita KS, employees engaged in applying new siding onto the exterior of a new structure were exposed to fall hazards of approximately 13 feet from the platform to the ground below. The employees were exposed in that scaffold training was not given to the employees to recognize  and minimize the hazards associated with using the scaffold in use.
