29 CFR 1926.152(e)(1): Areas in which flammable combustible liquids were transferred at one time, in quantities greater than 5 gallons from one container to another were not provided with drainage or other means to control spills:  a) 2955 Market St, 30th St Station, Philadelphia, PA - The employees would transfer diesel fuel from the 35 gallon diesel storage tank to the diesel powered rubberized asphalt melter without having a drainage pan or another means of a spill control, thus exposing the employees to a fire hazard.  This violation was observed on or about August 20, 2013.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
