Note: When the top edge of a stairrail system also serves as a handrail, paragraph (c)(7) of this section applies.   On or about 9/4/2013, Paulding Ave, Front Stairs and Stair Tower  a) Both sets of stairs were missing a stairrail system, exposing the employees to a fall hazard.
