29 CFR 1910.303(f)(2): Each service, feeder, and branch circuit, at its disconnecting means or overcurrent device, was not legibly marked to indicate its purpose, nor located and arranged so the purpose was evident:    The employer does not ensure all circuit breakers are identified. This violation was observed on or about December 20, 2013, in the #1 Sulfur Recovery Unit panel rack, panel LPA, where overcurrent devices were not marked to indicate their purposes.    ALON USA PARTNERS LP WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 312602147, CITATION NUMBER 1 ITEM 24(a), AND WAS AFFIRMED AS A FINAL ORDER ON MARCH 5, 2010, WITH RESPECT TO A WORKPLACE LOCATED AT 200 REFINERY ROAD, BIG SPRING, TX.
