29 CFR 1926.104(d): Safety belt lanyard(s) worn by employee(s) were of a length that would provide for a fall greater than 6 feet: a) North Side of the Training Center Roof: An employee had his safety harness attached to a lanyard which was attached to a section of manila rope which would have allowed the employee to fully fall to the ground 14 feet below without the lanyard/rope stopping that fall.

29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his environment to control or eliminate any hazards or other exposure to illness or injury: a) Roof of the Training Center Building: The employer had failed to properly instruct an employee in the recognition and avoidance of unsafe conditions. This is evidenced by an employee not utilizing the same fall protection system as used by the other employees working on the roof, and being attached to a lanyard and life line which were longer than the 14 foot distance between the roof eave and the ground. ABATEMENT CERTIFICATION IS REQUIRED
